Pat the shrimp dry and season it with cayenne and fresh ground pepper
Toss the shrimp in the cornstarch to coat
Heat the oil in a skillet
Fry the shrimp in one layer (do this in batches if your skillet isn't large enough) for 2 minutes per side
remove the shrimp from the oil and drain the oil from the skillet
Pour the soy sauce in the skillet, add the garlic and ginger and simmer for one minute, stirring to loosen any bits on the bottom of the pan
Pour in the honey and let simmer for 3 minutes until the mixture becomes thick
Stir the snow peas into the honey soy mixture and let cook for 1 minute
Turn off the heat and stir in the shrimp
Serve over rice
