- Pat the shrimp dry and season it with cayenne and fresh ground pepper 
- Toss the shrimp in the cornstarch to coat 
- Heat the oil in a skillet 
- Fry the shrimp in one layer (do this in batches if your skillet isn't large enough) for 2 minutes per side 
- remove the shrimp from the oil and drain the oil from the skillet 
- Pour the soy sauce in the skillet, add the garlic and ginger and simmer for one minute, stirring to loosen any bits on the bottom of the pan 
- Pour in the honey and let simmer for 3 minutes until the mixture becomes thick 
- Stir the snow peas into the honey soy mixture and let cook for 1 minute 
- Turn off the heat and stir in the shrimp 
- Serve over rice
