Pre heat the oven to 325 degrees
Stir together the soy sauce, brown sugar, pepper, vinegar, garlic, ginger and red pepper flakes
Pour this mixture into a roasting pan just large enough to fit the turkey wings in one layer
Cut the turkey wings at the joints and place them in the pan with the soy sauce mixture
Cover the pan well with foil and bake for 45 minutes
Turn the wings over, cover them again and bake for another 45 minutes
Turn the oven up to 425 degrees
Remove the foil and turn the wings again. bake for 15-20 minutes. (this will reduce the glaze and the wings will become sticky)
Serve with rice
